    The G20 Entrepreneurship Roundtable 2018 was held in Xiamen on November 15-16, 2018. 

    Government officials from G20 countries, senior representatives of relevant international organizations, officials from related Chinese government departments, scholars and experts in entrepreneurship, and entrepreneur representatives came together to share and exchange their insights and opinions on entrepreneurship promotion. 

    Officials from International Organizations, experts of entrepreneurship research made keynote speeches on global entrepreneurship and employment situation and trend.

    Mr. Victor Van Vuuren, Director of Department of Enterprises, the International Labour Organization pointed out that the governments are expected to play an important role in policy service to provide more support to the inclusive business models by enabling regulatory framework and facilitating access to financing.

    Mr. Marco Bianchini, the economist of OECD, stated that high-quality employment is mainly concentrated in the service industry, which is considered as the global trend. OECD also had much research on it.

    Professor Gao Jian, the Director of the Entrepreneurship Research Centre on G20 Economies, thought that entrepreneurship is very important in the innovation-driven era and that excellent characters, education, development of modern economy and institutional environments are all essential elements for the cultivation of entrepreneurship. And he noted that institutional environment is an essential factor as well.

    The roundtable discussion included four sessions:"Government Services for Entrepreneurship","Services in Finance and Business Development","Entrepreneurs' Rights & Interests and Social Security","Entrepreneurial Education, Training and Culture".

    The first session of the roundtable discussion covered three topics: "legislations on entrepreneurship", "innovation of management system to facilitate entrepreneurship" and "preferential policies in financial support". 

    Ms. Anne Bruant-Bisson, Counsellor of French Embassy, said that entrepreneurship regulatory environment is part of a global policy to improve France's competitiveness and French government has done a lot in simplifying procedures, protection of entrepreneurs and promoting entrepreneurial spirit.

    Mr. Chai Haishan, Deputy Director General of Employment Department of Ministry of Human Resources and Social Security of PRC, briefly summarized the implementation results of various policies in China in 2017:there were 192.49 new market participants in 2017 – an increase of 16.6% from 2016 – with an average of 527,000 new participants each day.

    Mr. Hiroki Oe, Deputy Director of International Affairs Division of Ministry of Health, Labour and Welfare, Japan, introduced side jobs is the solution to promote entrepreneurship in Japan, as 30% of entrepreneurs started their businesses as side jobs, and the possibility of success is higher than the others. Government amended Model Employment Rule, which allows workers do side jobs outside the office hours. In addition, elderly entrepreneurship is very important field in the aging society like Japan.

    Mr. Aquib Javed, of Indian Labour and Employment introduced the various measures that Indian government has taken to facilitate job creation and entrepreneurship development in India, especially Startup India, which is the flagship initiative intending to build a strong eco-system for nurturing innovation and startups.

    Mr. Andrew Duff, US Consulate General in Guangzhou noted that President Donald Trump signed, "Promoting Women in Entrepreneurship Act" and "Inspiring the Next Space Pioneers, Innovators, Researchers, and Explorers (INSPIRE) Women Act" last year to encourage women to pursue careers and especially in STEM fields. US and China have had a lot of cooperation in this field, and more comprehensive cooperation is welcomed in the future.

    The second session of the roundtable discussion explores two kinds of services: "loan, VC and featured financial service" and "service for the development and growth of start-up enterprises".

    Mr. G Vijayaraghavan of Skill Development and Entrepreneurship of India, thought that the access to the finance is very important to the startup and sustainable development. He introduced the initiative launched by Indian Prime Minister Modi, called "Support and Outreach for Micro and Small Industries", which allows all small and micro enterprises to apply for a loan through a portal of the government and get a loan up to Rs.1,00,00,000 in 59 minutes.

    Mr. Mo Rong, President of the Chinese Academy of Labor and Social Security, shared about the current situation of China's secured loans for entrepreneurship based on recent investigations. He said that there is a significant decrease in necessity-driven entrepreneurship and the return rate of secured loans is much higher than that of commercial loans.

    Mr. Thando Nyawose, Economic Counselor of South African Embassy in Beijing, said that South African government set up some funding agencies to assist young entrepreneurs. Take Umsobomvu Youth Fund for example, government provides voucher programme – which is not only a loan programme but also provide support in accounting, marketing, management and legal service for both new and existing youth-run businesses.

    The third session of the roundtable discussion focuses on "protection of entrepreneurs' right of innovation, development and property ".

    Ms. Claire Courteille, Director of ILO Country Office for China and Mongolia, pointed out that the unemployment rate of young people is twice that of adults, which is aligned with global data, so she proposed for more cooperation in youth entrepreneurship, especially in skills development and entrepreneurship.

    Representatives from China Enterprise Confederation (CEC), All-China Federation of Trade Unions (ACFTU) and Chinese Academy of Personnel Science (CAPS) also contributed important insights to the discussion.

    The fourth session of the roundtable discussion explores three sub-topics of "entrepreneurial education in school", "targeted entrepreneurial training" and "entrepreneurial culture cultivation".

    Mr. Yose Rizal from Indonesian Ministry of Manpower, said that the Indonesia government has made effort to integrate the entrepreneurial spirit into the wisdom of local culture and achieved some progress.

    Mr. Kang Byung Teak, the Deputy Director of Ministry of SMEs and Startups (MSS) of ROK, shared the methods that MSS adopted to improve the capacity of entrepreneurship trainers with three steps. First step, the study of knowledge and expertise, second step, a network of information sharing and case study, third, the exchange of best practice and the overseas training.

    Representatives from the Ministry of Human Resources and Social Security shared their good practices in improving entrepreneurship training and culture in China, such as the Ma Lanhua Start-up Training Program and Haina Baichuang public service platform of entrepreneurship.

    Mr. Tang Xiaoxu, member of Management Committee of Entrepreneurship Research Center on G20 Economies, shared on the topic of second-startup, clustered startup, and the value of entrepreneurial spirit.

    Organized by the Entrepreneurship Research Center on G20 Economies, the G20 Entrepreneurship Roundtable is a major event to facilitate the joint implementation of the G20 Entrepreneurship Action Plan by G20 members. 

    The Center aims to serve as a platform to boost exchange, sharing and cooperation among G20 members and international organizations.

    As G20 Entrepreneurship Roundtable 2018 has concluded successfully, the subsequent series of activities will begin, to call upon the member states to promote policies and services that support entrepreneurship, creativity and innovation.
