  • The 2019 G20 Entrepreneurship Roundtable was held on October 22-23, by Entrepreneurship Research Center on G20 Economies at Tsinghua Sanya International Mathematics Forum, supervised by the Ministry of Human Resources and Social Security of China (MOHRSS). The theme of this year is “Enhance the effectiveness of actions, improve the qualities of entrepreneurship.”

    Mr. Hao Bin, Director General of the Department of International Cooperation of MOHRSS, Mr. Zhang Zhenhua, Director of the Standing Committee of the Sanya Municipal People's Congress, Professor Gao Jian, who serves as the Director of the Entrepreneurship Research Centre on G20 Economies attended the Roundtable. Among the 150 distinguished speakers and guests are officials from G20 member countries' governments, senior representatives of relevant international organizations, officials from related Chinese government departments, experts in entrepreneurship research, and entrepreneur representatives.

    Sixty-five speakers and moderators were invited from 14 G20 economies and related international organizations, including Argentina, Australia, Germany, France, South Korea, United States, Mexico, Japan, Saudi Arabia, Turkey, India, European Union, International Labour Organization (ILO), OECD.

    The agenda of the meeting mainly includes Opening Remarks, Keynote Speeches, Report-launching, Roundtable (five sessions), and Wrap-up.


    --------------------------  Opening Remarks  --------------------------

    Mr. Hao Bin, Director General of the Department of International Cooperation of MOHRSS, chaired the opening session. He warmly welcomed experts and officials from the ILO, OECD and G20 member economies, and extended his appreciation to the Entrepreneurship Research Centre on G20 Economies for providing a platform to promote the exchange and sharing of experiences in entrepreneurship research and the implementation of the G20 Entrepreneurship Action Plan. He suggested that G20 member economies strengthen cooperation and work together to enhance the effectiveness of action and improve the quality of entrepreneurship.

    Director General Hao Bin read the letter of congratulation from Mr. You Jun, Vice Minister of Human Resources and Social Security. 

    In his letter, Vice Minister You mentioned:

    Entrepreneurship is the first driving force to lead social development, the foundation to promote economic development, and an important way to expand employment and improve people’s livelihood. The Chinese government attaches great importance to innovation and entrepreneurship, promotes employment and people’s livelihood through entrepreneurship, continuously improves the entrepreneurship environment and quality. Significant achievements have been made, which are highlighted in three aspects as below.

    Firstly, the environment for innovation and entrepreneurship has been continuously optimized, in-depth reforms have been accelerated, and obstacles have been removed vigorously that vigorously develop innovation and entrepreneurship to a higher and deeper level.

    Secondly, the quality of innovation and entrepreneurship has steadily improved. The new technological revolution and economic globalization have become new momentum for speeding up innovation and entrepreneurship.

    Thirdly, entrepreneurship has achieved remarkable economic results. China’s market has seen rapid growth, with increased vitality and a more optimized structure. It has effectively driven economic growth and increased employment rate.

    2019 is the 70th anniversary of the founding of the People’s Republic of China. China has undergone historic changes. In the practice of innovation and entrepreneurship, China has also set foot on the path of socialist development with Chinese characteristics. China is willing to join hands with G20 member states to carry out in-depth research on innovation and entrepreneurship, strengthen cooperation and information sharing so that innovation and entrepreneurship will bring new vitality and luster to the social and economic development.


    --------------------------  Keynote Speeches  --------------------------

    Mr. Zhang Zhenhua, Director of the Standing Committee of the Sanya Municipal People's Congress, attended the meeting and delivered a keynote speech on "Innovation and Entrepreneurship Development in Sanya." He said that innovation and entrepreneurship is the important engine to enhance the social development and also a major strategy to build a modern economy. Sanya supports entrepreneurship in policy, talent, finance, facilities, and other aspects, and more attention are welcomed to Sanya's current and future development of innovation and entrepreneurship.

    Mr. Marco Bianchini, economist at the OECD Centre for Entrepreneurship and SME Development, delivered a keynote speech on "Enable SME to Benefit from the Digital Economy", with a four-aspect analysis of how SMEs and entrepreneurs can benefit from the digital economy, which includes access to effective digital infrastructure and platforms, growing demand for digital skills from SMEs, data analysis and the application of artificial intelligence in SMEs, and the impact of blockchain on SMEs and entrepreneurs.

    --------------------------  Report Launching  --------------------------

    Professor Gao Jian, Director of Entrepreneurship Research Center on G20 Economies and Professor of Innovation, Entrepreneurship, and Strategy at Tsinghua University School of Economics and Management launched the Assessment Report of the G20 Entrepreneurship Action Plan and The GEM 2018/2019 China Report.

    The Assessment Report of G20 Entrepreneurship Action Plan establishes an assessing framework for the quality and effectiveness of the implementation of the G20 Entrepreneurship Action Plan among G20 member countries, which focuses on 39 items from 4 aspects as entrepreneurship education, government entrepreneurship services, support for business development and protection of the rights and interests of entrepreneurs. New highlights and improvement strategies are recommended, as well.

    The GEM 2018/2019 China Report is the 16th annual GEM China Report launched by Entrepreneurship Research Center on G20 Economies. The report analyzes the entrepreneurial activities of China and G20 economies based on the quality, environment and characteristics.

    --------------------------  Roundtable  ---------------------------

    The Roundtable is divided into five sessions: "Government policies to support Entrepreneurship," "Entrepreneurship opportunities in new Industries, new models and new Business," "Entrepreneurship in the digital age," "Enable Start-up to scale-up" and "Internationalization of entrepreneurship platforms."


      Government policies to support entrepreneurship   |||

    The first session is "Government policies to support entrepreneurship", covering the six aspects as "National entrepreneurship policies and action plans", "Innovation in service for MSMEs", "Innovation in tax and financial services", "Entrepreneurship-driven job creation measures"," "Inclusive entrepreneurship opportunities" and "improvement of business environment".

    Ms. Higashira Fumie, Japanese delegate from the Ministry of Health, Labour, and Welfare, shared Japan's policies and practices of promoting elderly employment.

      Entrepreneurship opportunities in new industries, new models and new businesses   |||

    The second session is "Entrepreneurship opportunities in new industries, new models and new businesses", covering the five aspects as "Big enterprises' support for innovation and entrepreneurship", "New transformation models of scientific and technological achievement", "Partnerships between universities and enterprises", "Financial support for science and technology", and "Entrepreneurship in the platform economy and the sharing economy".

      Entrepreneurship in digital economy   |||

    The third session is "Entrepreneurship in digital economy", covering the four aspects as "Entrepreneurship trends in the digital economy", "Digital transformation of SMEs", "Gig economy and entrepreneurship" and "Promotion and supervision of entrepreneurship in new models".

    Ms. Claire Courteille, International Organisation delegate from the International Labor Organization (ILO), spoke about the cooperation between the ILO and China, especially the successful implementation of the SYB Entrepreneurship Training Program in China.

      Enable start-up to scale-up   |||

    The fourth session is "Enable start-up to scale-up", covering the four aspects as "Establishment of effective entrepreneurship ecosystem", "Targeted training across all phases of business lifecycle", "Domestic and overseas market exploration of MSMEs" and "Best practice of support for startup growth".

    Mr. Tang Xiaoxu, Member of the Management Committee of Entrepreneurship Research Center on G20 Economies, moderated this session.

    Mr. Liu Kang, Chinese delegate from China Employment Training and Technical Instruction Center, shared the effort of the Ministry of Human Resources and Social Security to conduct entrepreneurship training under the "Ma Lanhua China Entrepreneurship Training Program".

      Internationalization of entrepreneurship platforms   |||

    The fifth session is "Internationalization of entrepreneurship platforms", covering the five aspects as "Policies and practices of setting up entrepreneurship platforms in other countries", "Operation model of international entrepreneurship platforms", "International cooperation in incubation and acceleration", "Experiences and lessons in international technology transformation" and "International cooperation on entrepreneurship education".

    Professor GAO Jian, Director of Entrepreneurship Research Center on G20 Economies, moderated this session.

    Mr. Alfonso Araujo, Mexican delegate from China-Mexico Center in Hangzhou, introduced that the main effort of the China-Mexico Center is to make use of the large-scale and dynamic market of China to support Mexican scientists in life sciences, new materials, food safety, and advanced engineering to commercialize their achievement.

    Mr. Kevin Jon Worner, delegate from international incubator Xnode, mentioned in his speech that China's market is huge and complex, and Chinese consumers are more willing to accept innovation than Western consumers, so China is indeed a market with great appeal for companies with innovative technology.

    --------------------------  Wrap-up  --------------------------

    Mr. Hao Bin, Director General of the Department of International Cooperation of MOHRSS, made a concluding remark. He expressed his heartfelt thanks to the delegates from the member states and international organizations for their participation. And on behalf of Vice Minister You Jun, he affirmed the important role of the Entrepreneurship Research Center on G20 Economies in the practice of the G20 Entrepreneurship Action Plan. He said the Ministry of Human Resources and Social Security will continuously support the work of the Center and welcomed G20 members and international organizations to be more involved in the future.
