As college students are the new force of mass entrepreneurship and innovation, it is of great significance to support college students' innovation and entrepreneurship. In recent years, increasingly more Chinese college students have devoted themselves to the practice of innovation and entrepreneurship, but they are also faced with problems such as financing difficulties, lack of experience and inadequate services. The Chinese government has issued new guidance to enhance college students' innovation and entrepreneurship ability, shore up innovation vitality and further support college students' innovation and entrepreneurship from the following aspects:

1．Enhancing the ability of innovation and entrepreneurship.Innovation and entrepreneurship education runs through thewhole process of personnel training, improves teachers' teaching ability of innovation and entrepreneurship education,and attracts more outstanding talents from all walks of lifeoutside the school to serve as dual-innovation tutors.

2．Optimizing the environment for innovation and entrepreneurship. The threshold of college students' innovation and entrepreneurship was lowered to continuously improve the ability of enterprises to startservices, provide efficient and convenient registration services for college students' entrepreneurship, andopen a certain proportion of free incubation space. The open sharing platform of scientific and technologicalinnovation resources should be improved and technological innovation services for college students bestrengthened. Support for college students who have failed to start businesses should be increased, andemployment services, employment assistance and social assistance should be provided according toregulations. College students who start businesses after graduation can contribute “five-insurance and onepension” according to regulations, so as to reduce their worries about starting businesses.

3．The construction of innovation and entrepreneurship service platform and information service should be strengthened. Platforms for innovation and entrepreneurship practice should be set up and improved in colleges and universities. Giving full play to the role of innovation and entrepreneurship practice platforms in universities, such as university science park, college students pioneer park, and college students maker space, which should be open to college students free of charge, and offer professional incubation services. The leading role of mass entrepreneurship and innovation demonstration base should be enhanced. 

4．Promoting the implementation of fiscal, taxation, and financing support. The financial support from the Central Lottery Public Welfare Fund of the Ministry of Education for the development of innovation and entrepreneurship education should be increased for college students. College graduates engaging in self-employment in the graduation year may be entitled to partial tax reduction within three years. The maximum personal loan amount of college graduates was increased to 200,000 yuan, and outstanding graduate entrepreneurs were exempted from counter-guarantee requirements. For qualified small and micro enterprises set up by college graduates, the maximum loan amount was increased to 3 million yuan.

5．Promoting the transformation of innovation and entrepreneurship achievements. College students' innovation and entrepreneurship achievements transformation service institutions were studied and set up, a long-term mechanism for docking related achievements with industries was established, and the popularization and application of college students' innovation and entrepreneurship achievements in relevant industries and enterprises was promoted. Large and medium-sized state-owned enterprises and enterprises integrating production and education were encouraged to use incubators, industrial parks and other platforms to support the transformation of scientific and technological achievements in colleges and universities, so as to promote the development of scientific and technological achievements in colleges and universities and innovation and entrepreneurship projects for college students.
