  • Support SMEs to use digital tools to resume production and operations. 

    SMEs are supported to use online office, financial management, intelligent communication, remote collaboration, video conference, collaborative development, and other products and solutions to resume production and operation. Digital service providers are encouraged to exempt or lower the user fees for SMEs during the epidemic period, helping them accelerate digital transformation. And public service platform for SMEs in Shandong Province, organized tens of thousands of digital enterprise service specialists to respond the needs of SMEs online and offline, and develop digital solutions for them.

    Help SMEs adopt cloud service. 

    The Digital service providers are required to launch cloud manufacturing platforms and cloud service platforms for SMEs, support the migration of SMEs equipment and system to the cloud service and meet the R&D design, manufacturing, business management, marketing, and other business requirements. As of now, there are 2.2 million small and medium-sized enterprises nationwide using cloud platform services in their daily operations. China Telecom, the nation’s thirdlargest telecom carrier, provides SMEs nationwide with its cloud services for free for three months. Hunan Province encourages cloud service providers to offer free services to SMEs during the epidemic, and successively solicited and released 59 cloud platform services, 72 cloud service products, and 12 5G application scenarios.

    Support new models and new businesses in the digital economy. 

    Support would be enhanced for the new business models such as online office, online education, telemedicine, unmanned distribution, and new retail emerging during the epidemic prevention and control period, and the development of new service formats such as shared manufacturing and personalized customization would be accelerated. Zhejiang Province proposed to give full play to the role of platform companies such as Alibaba and NetEase to support SMEs to increase online sales and explore the market.
