In 2009, the All-China Federation established the leading group of employee capacity building; in 2010 and 2015, the five-year plans were formulated to enhance the capacity of employees in the provinces and cities; From 2014 to 2018, 500 million people participated in the skill competition conducted by the All-China Federation, which was an effective way to promote the capacity building. She put forward two suggestions for the characteristics of the Chinese workforce and the demands of economic development. One is to improve the education level of migrant workers; the other is to strengthen international cooperation in education.
