    China 

    The Ministry of Human Resources and Social Security of China announced the "Working Plan for Enhancing Digital Skills " on April 20, 2021. The plan focuses on strengthening the education and training of digital skills for all citizens, popularizing and improving citizens' digital literacy, and proposes specific measures from six aspects:

    to improve policies and measures to enhance the digital skills of all the citizens, to strengthen the training of digital skills as an important content, and to study and propose supporting policies. Implement Skills China Action Plan and promote a number of key projects around strengthening digital skills training and training.

    to strengthen the training of digital skills talents in technical colleges. Establish a professional catalogue with technical education characteristics and implement dynamic adjustments, publish a catalogue of digital skills majors in technical colleges, and support and guide technical colleges across the country to actively open digital skills majors. 

    to strengthen vocational skills training for digital skills. Intensify vocational training on digital skills, instruct all regions to increase training content on digital skills when developing various vocational trainings, instruct all regions to face new skills and new occupations, focus on the development of digital skills training such as artificial intelligence, big data, cloud computing, etc. A combination of online and offline training methods.

    to promote the evaluation of digital skills talents. Actively develop new occupations of digital skills, and the relative standards and evaluation norms. Promote the certification of vocational skill levels related to digital skills. 

    to actively carry out digital skills competitions. Hold the National New Vocational Skills Competition, giving priority to setting up digital skills related competitions. 

    to improve the basic capacity building for the cultivation of digital talents. Build a number of high-skilled talent training bases with digital skills training advantages and skill master studios in digital skills-related fields.

     U.S. 

    On March 31, 2021, the White House officially announced the "U.S. Employment Plan" that President Biden had been preparing for a long time. The plan involves a total investment of 2 trillion US dollars, which is mainly invested in the next 8 years, and the annual investment is about 1% of GDP. The plan proposes that this is a one-time capital investment in U.S. productivity and long-term growth. It will upgrade America’s infrastructure, revitalize manufacturing, invest in basic research and science, support the supply chain, provide Americans with good job opportunities, and improve America’s competitiveness.

    Part 1: Revitalizing the manufacturing industry and guaranteeing the US supply chain. This part consists of three parts, including investment in cutting-edge technology ($180 billion), revitalizing the manufacturing industry (($300 billion), and providing labor training for workers (($100 billion). Total investment $ 580 billion US dollars. 

    Part 2: Updating the transportation system in the United States. The total investment in this part is 671 billion US dollars, mainly to solve the old problems of infrastructure such as bridges and roads.

    Part 3: Providing clean drinking water, updated power grids and high-speed broadband, this part of the total investment A total of 311 billion US dollars, to provide more residents with clean water, high-speed broadband and stable and modern power services. 

    Part 4: Solve the housing problem and renovate schools and hospitals. This part currently discloses a total investment of about 378 billion U.S. dollars, including 213 billion U.S. dollars in housing, and 137 billion U.S. dollars in the field of promoting school modernization. Improving facilities for veterans is currently disclosed 280 One hundred million U.S. dollars. 

    Part 5: Provide better care services, create high-quality, equal job opportunities, and invest US$410 billion.
