  • Encourage SMEs to engage in the innovation of technologies and products related to epidemic prevention and control

    With the establishment of funding pools, SMEs in related industries can afford to innovate their research and production in the areas of prevention, detection, vaccines, medical devices, protective equipment, etc. The 2020 SME innovation and entrepreneurship competition "Maker China" will immediately start the collection in its category of "Prevention and Control of Epidemic”. Great importance will be attached to improvement of technology, test certification, application of qualification and promotion and application services. Researchers are also encouraged to commercialize their technologies.

    Noteworthy measures:

    • Chaoyang District, Beijing: A special fund pool has been established with a total of 300 million yuan, which is mainly used to support innovation and entrepreneurship carriers, enhance the scientific and technological innovation in the field of epidemic prevention, and promote the commercialization of new technologies on epidemic prevention.


    Cultivate enterprises in new technologies, new models and new business. 

    The cultivation of new business such as online shopping, online medical care, online education, online office, online services, digital entertainment, and digital life, should be accelerated. In addition, more support should go to the new models such as unmanned retail, contactless delivery, and standardized package of fresh food, which are considered as a new track to reshape the development pattern of the industry.

    Noteworthy measures:

    • Zhejiang Province: The platform enterprises such as Alibaba and NetEase are proposed to play an active role in supporting SMEs to increase their online sales and explore the larger market.

    • Kunming, Yunnan Province: During the period of epidemic prevention and control, the top 10 of enterprises which maintain or newly develop their online sales will be rewarded with no more than 100,000 yuan.


    Accelerate the digital transformation of SMEs

    It is very important to fully promote the Internet platform services for SMEs, as well as online office, video conferencing, remote collaboration and digital management, which are the base of SME digitalization. On February 18th, the Ministry of Industry and Information Technology proposed that SMEs are encouraged to make use of cloud computing and equip themselves with cloud technology. And SMEs are required to pay much attention to the online working such as remote office, home office, video conferencing, online training, collaborative research and development and e-commerce. 

    Noteworthy measures: 

    • Beijing: For enterprises seriously affected by the epidemic to purchase designated service products such as remote office, video conferencing, legal consultation, online testing, and online sales, the municipal government provides the subsidies though issuing service vouchers. The subsidies are no more than 50% of the contract amount, and the subsidies should not exceed 200,000 yuan.

    • China Telecom provides free cloud-based office services for SMEs severely affected by the epidemic for more than 6 months. At the same time, it provides 3 months of free Tianyi cloud services to SMEs across the country.
