  • Upgrade the government digital services

    The "online virtual approval" during the epidemic was a good example of digital government and smart city, and it is now an opportunity to regularize this kind of service mode. During the epidemic, digital government services can quickly establish an efficient command system, improve the efficiency of multi-department collaboration, help enterprises understand various policies in a timely manner, and create a new enterprise service mechanism.

    Noteworthy measures:

    • Jiangxi Province: "Ganfutong" service platform launched on Alipay reached a maximum of 4 million daily visits. "Ganfutong" has launched section of " Prevention and Control Service", which covers more than 20 conveniences such as "inquiry of epidemic information", "expert online consultation", "declaration of peripheral epidemic situation" and "online work" service. Till February 20, a total of 375 enterprises with difficulties to resume their production and management have signed up in the platform, of which 132 have got feedback about their problems. 


    Establish a list of key SMEs for epidemic prevention and control

    The governments will resolve to give more targeted support to the SMEs engaged in the prevention and control of the novel coronavirus. For newly launched projects in the production of epidemic prevention materials, the government will provide early and close service, fast and one-stop approval procedure within 48 hours and prioritized allocation of land, water, electricity and other resources. For enterprises that are limited by qualifications and have the capacity to produce, it is allowed to start their production firstly, and then go through the formal procedures.

    Noteworthy measures: 

    • Yunnan Province: A provincial funding pool of 100 million yuan is established for emergency fund turnover of enterprises engaged in production related to prevention and control of epidemic.


    Make full use of SME public service platforms

    Central and provincial SME public service platforms will timely sort out various supporting policies through special columns and other forms, and carry out policy consultation and interpretation, for example, preferential policies for the production related to the prevention and control of epidemic. In addition, new technologies, market information and advanced management skills will be provided to SMEs through online training of the platform, which makes preparation for enterprises to resume their normal production and operation.

    Noteworthy measure:

    • Beijing: Municipal government relied on the SME public service platform to provide free online legal assistance, labor relations consultation, business model adjustment and operation optimization under the epidemic, investment and financing, risk control, business contracts and other series of online training through videos and courseware, part of which are lectured by well-known scholars.

    • Shandong Province: Provincial SME Public Service Platform (also named as Shandong Provincial Private Enterprise Comprehensive Service Platform) and Inspur Group provide 6 months of online financial software, online sales and other product services to 10,000 small and micro enterprises for free, aimed to empower small enterprises with online operation.

    Strengthen legal services

    Legal assistance, especially consulting service would be provided actively to SMEs, and help SMEs deal with legal issues such as contract dispute and labor contradiction caused by the epidemic.

    Noteworthy measures: 

    • Shanghai: Municipal Judiciary Bureau and the Federation of Industry and Commerce established a voluntary group of lawyers at the end of February to provide free legal services for local SMEs that have been seriously affected by the epidemic or have made significant contributions to prevention and control of the epidemic.

    • Shanxi Province: Provincial authorities organize professionals 24 hours on duty to provide free, convenient and efficient legal services to enterprises through the 12348 public hotline or website of Shanxi Legal Service Network.


    Strengthen insurance services

    For enterprises seriously affected by the epidemic and suffering from losses, insurance agencies will open a 24-hour service hotline and a fast channel for settlement of claims. The services will be optimized by prioritized processing, online settlement of claims, expanding the scope of liability, simplifying claim requirements, and taking prepayment methods. It is required to ensure that all of the eligible claims are fully paid as quickly as possible.

    Noteworthy measures:

    • Zhuhai, Guangdong Province: The enterprises that have purchased liability insurance of production safety can enjoy the enhanced service through free extension of insurance period and free expansion of coverage in infectious disease.

    • Shanghai: A measure was introduced to extend the liability insurance period of travel agencies for two months for free, helping them get through the tough situations caused by novel coronavirus.

    • Beijing: 56,800 enterprises whose liability insurances for production safety expire during February 1 to December 31, 2020, the insurance period can be extended for 90 days for free.
